In all fairness, if you had read up on everything CCP has stated publicly regarding the matter you would know that
CCP is changing sov mechanics to GO AWAY from big alliances/powerblocks owning practically ALL of 0.0.
This hasn't been explicitly stated, but I think one would be justified in assuming this includes alliances 'renting' out space aswell.
The way they are trying to make it is so big alliances actually have to PAY for their space, so the more they have the less profitable it would become if a lot of their 'owned' systems merely consist of a single (or couple) POS's burning fuel with no actual mining/ratting/plexing/exploiting going on.
Ideally I think CCP would like to see the big alliances (at least at the start) have their territory shrink a little bit, providing space for newer/smaller alliances to settle in 0.0. This will most likely happen due to the fact that those big alliances won't be able to recruit enough members or manage system exploitation efficiently at the start because we will all have to get used to the new system.
As I see it though after this small period of 'OMGWTF' unrest in 0.0 either one of the following things could happen:
1. big alliances get their stuff together and manage dividing their membership around different systems properly and start expanding again (possibly sqashing smaller alliances that have tried to take some space) and they will recruit more members.
2. alliances start crumbling and smaller alliances emerge taking bits of space approx around the size of constellations.
3. the big powerblock alliances accept the fact they cant hold as much space anymore and pursue good relations with new settling alliances and/or forcing certain alliances (that they approve) to be able to settle around their previously owned space.
Ofc predicting these things is a lot of guesswork, because the actual system hasnt been publicly released yet,
but one thing is certain:
Things will probably (read: hopefully) liven up in 0.0 and lots of pewpew will emerge
